The Resolution of the International Convention of the Referendum Movement
Brussel 2 - 4 December 2005

The national summoning of a referendum for the establishment of the future constitutional law of Iran is indeed a turning point for the Iranian people in their struggles to seek freedom, which has resulted in the commencement of a national understanding, in the direction of a harmonious acceptance of one another and in providing mutual grounds for a multitude of tendencies in order to make plans for future co-operations. Its message is to establish democracy and Human Rights in Iran, by her own people, in a free environment and without any kind of discrimination and unreasonable demands or pressure. Whilst this statement clearly defeats the possibility of any kind of reform within the regime of the Islamic republic, it also defends the request for carrying out a referendum in order to compile and ratify a constitutional law, which is based on the international manifesto of Human Rights. The emphasis of such basis is to guarantee a democratic nature for the future political regime in Iran, which provides equal political rights for all the people, regardless of their gender or religion and also to regard the cultural and social rights of the Iranian tribes.

The Referendum Movement, which became active by the formation of supporting committees in many cities around the world, has now made a progressive step by performing an international convention in an assembly that brought together many supporters of the movement from different parts of Europe and America. This Movement is a self-induced act, by the people, beyond any political parties and does not form a new political organization. Those active, do not belong to a closed circuit and all volunteers, regardless of their political tendencies, are able to contribute, however possible, alongside and in co-ordination with others, in endeavouring to achieve the necessary conditions for the foundation of the parliament and a free referendum in Iran, provided that they are loyal to its principles. The movement belongs to all, and not to a particular leadership and has no custodian. No one has the right to prevent others from participating, nor the committees from taking form. The main point is that the content of the statement, its message and goals are kept in their original format at all times.

The Referendum Movement is a strategy for after the termination of the Islamic Republic and is not a substitute for the fight against the regime in any way. Concluding to a constitutional law that will secure the future of Iran as a democracy based on Human rights will at this stage require mutual consents on certain principles, otherwise in the disorderly shambles of the aftermath (however it will happen), there will always be the possibility that the situation will be abused or diverted into many different directions . The Referendum Movement therefore herby confirms its commitments to the following points:

  1. To continue the struggle until satisfactory conditions for free elections and referendum, under the supervision of the relevant international organizations is attained so that the political regime of Iran and the type of the future government can be determined. Also endeavouring to include other individuals and political organizations, with different varieties of ideologies and tendencies.
     
  2. To place the future constitutional law of Iran on the foundation of the international manifesto of Human rights and its attached agreements, which consists of civil and political rights and freedom for all the people without any type of discrimination.
     
  3. To provide enough opportunities so that different points of views are expressed before the future constitutional law can be compiled and legislated, as well as to analyse and pay necessary attention to the people and their representatives.
     
  4. To hand-over the power, to the people of Iran. There will be no superior rights for any one, whether inherited or by faith or on the basis of one’s religion, or any attachments to a principled authority, unless by the vote and the demand of the people. A modern parliamentary democracy is the best possible form that should express the wish of the people accordingly.
     
  5. An absolute separation of the government from religion, (secularism); religious equality and demoting the nomination of an official religion for the country. Freedom for all believers of any faith or religion.
     
  6. Total agreement to the unconditional freedom and all rights of any individual or society, particularly to the right of equality between men and women, based on the international resolution of Human Rights and the enclosed agreements.
     
  7. Separation of the three forces of Execution, Jurisdiction and Legislation. Also, accepting the independence of the Jurisdiction forces.
     
  8. To defend solidarity of the Iranian nation and the entirety of the Iranian territory and national independence, meaning unity of the people of Iran, as a whole, whilst preserving the multi cultural society, and to acknowledge the social and cultural rights and the emphasis on any individual’s political rights belonging to any Iranian tribe.
     
  9. Believing in non-centralism and to give the responsibility of the running of each individual geographic section to those who have been chosen by the people of that region.
     
  10. To oppose torture and inhumane punishments and to defend the cancellation of the death penalty.
     
  11. To fight against terrorism and to use power in the aim to solve international affairs.
     
  12. To condemn any attack to the Iranian land and any foreign military interference.
     

Having considered the violation of all Human Rights in Iran, the Referendum Movement would like to express its gratitude and support to all the defendants of the rights of the Iranian people, wherever they may be, and urges the international communities, particularly the Human Rights committee of the United Nations to consider prioritising the analysis of such existing problems in Iran, on their agenda. The Referendum Movement requests the unconditional freedom of all political prisoners in Iran and once again shows support to Akbar Ganji, Abbas Amirentezam, Naser Zarafshan, The Student, Women’s and the worker’s Movements, for their heroic fight, undertaken so far.
