The Organs, Description and Responsibilities Based On
the Structure of the Draft, Approved At the Convention.
Section One:
The Supporting Committees
1) The supporting committees of the National Referendum Movement,
which shall be called the ‘supporting committees’ thereafter, one in any city,
consist of volunteers who believe in this, as appears in its statement, with the
aim to corroborate and assist in widening its progress by attracting more people
with different political tendencies in the struggle to replace the Islamic
Republic with a political regime which will be based on the international
manifesto of the Human Rights, by ways of publications, actions and meetings.
No committee from any political party or a particular group will be
formally recognized. In very large cities, there can be more than one committee
as long as it meets with the approval of the Board of Executives. The aim is to
prevent repeated committees from damaging the main issue of solidarity for
freedom, by competing with one another.
2) The committees will have full authority to act and handle any matters
provided that they remain loyal to the statement and stay within the framework
of the movement’s targets and where co-ordination and management of a global
campaign, as well as rectification of any conflicts that may occur is required,
the guidance of the Board of Executives will be used.
Section Two:
The Central Committee
a)The central committee consists of 15 people and serve for a period
of one year (end of 2006). The members of this committee are elected at the
international convention.
b)The responsibilities of the central committee are as follows:
- To elect 7 members, not including
themselves, from amongst other activists of the National Referendum Movement, to
act as the Board of Executives.
- General supervision of the National
Referendum Movement’s activities and co-ordinating the campaign so that suitable
conditions for a referendum and free elections for a constitute parliament
becomes available.
- To replace or make changes to the
Board of Executives, should it not be possible for them to continue their work
effectively for any reason.
c) In case that any member of the
central committee is unable to continue any further, the member with the highest
number of votes, from the replacement team will be appointed instead
accordingly.
Section Three:
The Board of Executives
a)The Board of Executives consists of 7
people.
b)The responsibilities of the Board of Executives are as follows:
- Co-ordination and to assist in
widening the activities of the supporting committees.
- To provide a structure to the
struggles worldwide, in accordance with the targets of the National Referendum
movement by forming action groups and to draw the interest of those who may be
willing to co-operate.
- To make contact with relevant
international authorities, political parties and institutions.
- To resolve any conflicts which may not
be possible for the committees to rectify by themselves.
- To carry out assemblies and the
convention of the Movement.
c) The Board of Executives is
ultimately responsible for its action groups and colleagues.
Section Four:
The High Council
In order to gain the support and to benefit from their experiences, a maximum of
15 highly experienced activists and intellectuals are invited by the Board of
Executives to hold the High Council, for a period of one year (end of year
2006).
The High Council does not have an enforcing responsibility and it is there to
guide and warn the Executive Board, as well as helping to further relay the
message of the National Referendum.
Section Five:
Miscellaneous
1) The internal management of the Central Committee, The Board of
Executives and the supporting committees as well as the action groups depend on
the points of view of their own members and all decisions are made valid upon
the votes of the majority (half plus one).
2) The work of the temporary councils of Co-ordination and Enforcement will be
terminated immediately after the convention.
3) The draft regulation and enclosures are only true and valid until a second
convention of the referendum Movement takes place and therefore all future
appointed congresses will have the right to alter the rules or the draft
regulation as they see fit.
